No. P.L. 116-313 § 4304 states VSTAGP grants shall be made to provide transition assistance to members of the Armed Forces who are separated, retired or discharged from the Armed Forces and spouses of such members. Armed Forces is defined as the Army, Navy, Air Force, Marine Corps, Space Force and Coast Guard in accordance with 10 U.S.C. § 101.
