No. Individuals are not eligible to apply. However, many Veteran Service Organizations (VSO) and universities may be willing to partner with you and participate in your proposed project. The partnering organization is responsible for submitting the application to VA. If the application is funded, the partnering organization is the recipient of the record and assumes all programmatic, financial and legal responsibilities of the award. The partnering organization may not function solely as a fiscal agent.
